1. EUSPA AND THE HIRING DEPARTMENT

The European Union Agency for the Space Programme (EUSPA) is an operational EU Agency that brings together colleagues from a broad array of different backgrounds and expertise all contributing to one of the most important and ambitious projects ever undertaken by the EU. The current vacancy is for an opportunity in the Galileo Exploitation Programme Department which, in coordination with other departments of the Agency, ensures the continuous provision of the services provided by Galileo. The department develops new Galileo services enabling new applications and ensures the proper management, operation, maintenance, continuous improvement, evolution and protection of the space-based and ground-based infrastructure. It also manages the consistency between technical, planning, financial and risk aspects of all the Galileo exploitation activities and elaborates and maintains the Galileo Exploitation Plans.

2. TASKS AND RESPONSIBILITIES

The Galileo System Evolution Manager will be tasked with coordinating all system evolution activities within the remit of EUSPA, taking into account the needs of operations and services, whilst also considering the activities of ESA (System Design Authority and System Development Prime), partner organisations, and other external entities. In addition, he/she will monitor and ensure the timely implementation and execution of the EUSPA-ESA Contribution Agreement for all those aspects related to System Design and System Development activities, guaranteeing their consistency with the end to end Programme of work and in particular for what concerns the Exploitation Programme activities.

The jobholder will have the following main tasks and responsibilities:

  • Ensure the follow-up of the System Development activities undertaken under EUSPA contracts and the launch service contract;
  • Follow-up the System Development activities (both space and ground segment) defined in the EUSPA-ESA Contribution Agreement, and ensure that the end to end Exploitation Programme tasks remain consistent;
  • Guarantee that all contracted activities proceed in accordance with the overall Programme roadmaps and schedules;
  • Coordinate the preparation and review of the Galileo Exploitation Plan updates, integrating the Service, System and infrastructure roadmaps, the security risk treatment plans and other relevant inputs, including elements of schedule, risks and performance;
  • Ensure that the Programme baselines are kept up-to-date with respect to on-going technical advances, and monitor the alignment with contracts to maintain a clear picture of the system as implemented versus the requirements baseline;
  • Lead programme-level impact assessments related to changes to the System in Operations needed to support programmatic decisions, in closed coordination with the Engineering Department and follow up on the definition and flow down of any requirements necessary to support the agreed implementation;
  • Coordinate the preparation of an implementation plan for the long-term evolutions of Galileo and contribute to related Exploitation Programme activities;
  • Liaise with the EGNOS exploitation department to maximise agency efficiency through application of common technical and service related processes and approaches.

This role covers the System Development activities undertaken under EUSPA contracts and the launch service contract within EUSPA scope, as well as the Ground and Space Segments for both G1G and G2G (as defined in the EUSPA-ESA Contribution Agreement). The jobholder must also ensure readiness, and later follow-up progress, of the System activities to be performed when EUSPA takes on the role of ‘System Prime of the System in Operations’ in mid-2023.

Missions to the other Agency sites (GSC in Spain, GRC in the Netherlands, GSMC in France and Spain) and occasional travels to the EC in Brussels (Belgium) are foreseen for this post.

3. ELIGIBILITY CRITERIA

The selection procedure is open to applicants who satisfy the following eligibility criteria, on the closing date for application:

  1. A level of education which corresponds to completed university studies5 attested by a diploma when the normal period of university education is four years or more
    OR
    A level of education which corresponds to completed university studies attested by a diploma and at least one year of appropriate professional experience when the normal period of university education is three years;
  2. In addition to the above, appropriate professional experience6 of at least twelve years after obtaining the required diploma;
  3. Be a national of a Member State of the European Union, Iceland or Norway;
  4. Be entitled to his or her full rights as a citizen;
  5. Have fulfilled any obligations imposed by the applicable laws concerning military service;
  6. Meet the character requirements for the duties involved7;
  7. Have a thorough knowledge of one of the languages of the European Union8 and a satisfactory knowledge of another language of the European Union to the extent necessary for the performance of his/her duties;
  8. Be physically fit to perform the duties linked to the post9.

4. SELECTION CRITERIA

All eligible applications, according to the afore-mentioned criteria, will be assessed against the requirements listed below solely based on the information provided by the candidates in their application.

The Selection Board responsible for this selection will determine the criteria to be assessed in the various phases of the selection procedure (assessment of the application forms, interview and written test) prior to being granted access to the names of the applicants.

5. SELECTION PROCEDURE

7. APPEAL PROCEDURE

If a candidate considers that he/she has been adversely affected by a particular decision, he/she can lodge a complaint under Article 90(2) of the Staff Regulations of Officials of the European Union and Conditions of employment of other servants of the European Union; submit a judicial appeal under Article 270 of the Treaty on the Functioning of the EU (ex Art. 236 of the EC Treaty) and Article 91 of the Staff Regulations of Officials of the European Union; or make a complaint to the European Ombudsman.

8. SUMMARY OF CONDITIONS OF EMPLOYMENT

FINANCIAL ENTITLEMENTS

The remuneration consists of a basic salary10 and, where applicable, additional allowances11, paid on a monthly basis and reimbursements12, paid upon their evidenced occurrence.

The sum of the basic salary and the applicable additional allowances is weighted by the correction coefficient applicable for the location of the post13. The sum of usual social deductions from salary at source is subtracted from the weighted amount14. The full pay is exempted from the national income tax, but is subject to the internal income tax and the solidarity levy15.

Examples of net monthly salaries (as currently applicable in Prague) are presented below:

LEAVE ENTITLEMENTS

Staff is entitled to annual leave of two working days per each complete calendar month of service plus additional days for the grade, age, home leave for expatriates and an average of 16 EUSPA public holidays per year.

Special leave is granted for certain circumstances such as marriage, moving, elections, birth or adoption of a child, serious sickness of spouse, etc.

SOCIAL SECURITY

The pension scheme provides a very competitive pension after a minimum of 10 years of service and reaching the pensionable age. Pension rights acquired in one or more national schemes before starting to work at the EUSPA may be transferred into the EU pension system.

EUSPA’s benefits include an attractive Health insurance: staff is covered 24/7 and worldwide by the Joint Sickness Insurance Scheme (JSIS). Staff is insured against sickness, accident and occupational disease, and could be entitled to unemployment and to invalidity allowances.

[6] Only appropriate professional experience acquired after achieving the minimum qualification stated in point.1 shall be considered. [13] Currently correction coefficients for the EUSPA duty locations are: 88.1% for CZ, 119.9% for FR, 111.4% for NL, 96.3% ES. The coefficient is updated every year, with retroactive effect from 1 July;

[15] Currently: income tax: tax levied progressively at a rate of between 8% and 45% of the taxable portion of the salary; solidarity levy: 6%;
