The EIB, the European Union's bank, is seeking to recruit for its Group Corporate Services Directorate - Group Digital Office (GCS-GDO) - Data & Information Solutions Department (DIS) - Content Management Solutions Division (CMS) - Intranet & Governing Bodies Portals Unit (IPS), at its headquarters in Luxembourg a (Senior) IT Business Analyst - Intranet and Governing Bodies Portals*.

Purpose

In this role you will be responsible for the functional analysis and design of web content solutions in the context of digital workplace (Intranet, Governing Bodies Portals) in order to ensure alignment with business needs and with the overall functional and technical strategy, enabling efficient communication and information exchanges.

Operating Network

The unit delivers and maintains web based solutions to facilitate bank-wide communication and transversal access to information, like the Intranet, to support key decision-making processes based on information exchanges, like the Governing Bodies Portals, or to support internal and external file sharing capabilities.

This position has extensive contacts with the staff across the Division, as well as other teams within the Group Digital Office and specific business areas such as SG, which act as business owners of the key solutions delivered by this unit.

KPIs of reference:

  • Intranet and Governing Bodies Portals as the main business critical applications;
  • 6,500 end-users for Intranet;
  • 12 Governing Bodies Portals with 300 users.

In this position, you would report directly to the Head of - Intranet & Governing Bodies Portals Unit .

Accountabilities

  • Hold end-to-end responsibility for analysing and translating business requirements to application specifications in line with business needs, being the link between business users and the development team;
  • Contribute to the implementation of projects and initiatives in the domain of web content solutions for digital workplace, like the intranet or governing bodies portals, in line with the Division's overall vision and strategy along with the necessary IT processes, procedures, standards, control systems, methodologies, processes and working tools;
  • Act as a functional expert for web based systems and provide support, guidance and advice to business users and/or project teams including UI/UX;
  • Together with the rest of the team, research the IT software market to find tools able to provide new and improved functionality in the field of web content management and information exchanges, in line with the agreed strategy;
  • Contribute to an efficient and professional communication of the unit's activities towards customers, preparing audience-appropriate internal and external communications and reports.

Qualifications

  • University degree preferably in Engineering, Information Technology, Information Management;
  • At least 5 years of relevant professional experience in similar positions, particularly in the analysis, design and implementation of web content systems, portals or corporate intranets;
  • Experience in applying best practices in business analysis, such as BABOK;
  • Experience in web content management, information architecture and taxonomies;
  • Knowledge of UI/UX principles, service design approach and web usability and accessibility standards;
  • Knowledge of project management principles, methods and practices, agile methodology and ITIL;
  • Knowledge of software development lifecycle (especially requirements gathering and testing);
  • Ability to convey user requirements into technical language using: demonstration sites, wireframe mock-ups, storyboarding, BPMN diagrams, UML diagrams (state diagram, sequence diagram, class diagram);
  • Certification in business analysis (e.g. IIBA) or PMI-BA, and in information management like CIP certification (AIIM) or IGP (ARMA) will be considered an advantage;
  • Excellent knowledge of English and/or French (*), with a good knowledge of the other. (Knowledge of other EU languages would be an advantage).

This is a full time position at grade 5/6.

Panel interviews are anticipated for August.

The term of this contract is 4 years.

The EIB offers fixed-term contracts of up to a maximum of 6 years, according to business needs, with a possibility to convert to a permanent contract, subject to organisational requirements and individual performance.

(*) There may be certain flexibility on this requirement, but limited to particularly suitable candidates who may not yet be proficient in French. If selected, such candidates will be hired on the condition that they build up rapidly knowledge of French and accept that their future career in the EIB may be subject to the attainment of sufficient proficiency in both of the Bank's working languages.
