The Council of Europe Development Bank (CEB) is a multilateral development bank with an exclusively social mandate. With 43 member states, the Bank supports social investment projects across Europe, focusing on inclusion, resilience and equal opportunity. From health and education to affordable housing and climate adaptation, we fund initiatives that improve lives and build stronger communities.
We are seeking an experienced IT Application Specialist – Human Resources to join our Corporate Services Directorate. In this role, you will be the key technical liaison between the Bank’s IT Division and the Human Resources team, ensuring the smooth, compliant and forward-looking operation of our HR systems, particularly in relation to payroll, HR data and change management. Your expertise will help modernise our HRIS platforms and support the delivery of reliable digital services to staff across the organisation.
You will be responsible for managing and supporting HR applications including SuccessFactors and SAP S/4HANA, with a focus on payroll and modules such as Employee Central, Time Management, Onboarding, Learning Management and Recruitment. You will act as the primary IT contact for HR, overseeing support requests, resolving issues, and coordinating with external vendors such as Beqom and Peopledoc. You will manage system updates and testing cycles, monitor contracts and service level agreements, and use IT tools to track requests and ensure effective governance.
This is also a strategic role. You will help shape HRIS development by translating business needs into technical requirements, proposing system enhancements, and supporting the decommissioning of outdated tools. You will play a hands-on role in technical implementations, from data uploads to system testing, and contribute to change management by preparing training materials and facilitating user adoption of new tools and processes. You will also ensure compliance with data protection, system security and audit requirements.
