Salary: Starting from €5,890.95 to €6,846.51/month (tax-exempt), plus allowances based on eligibility.
Contract: Four-year appointment (including one-year probation), renewable up to six years total. May be converted into an indefinite-term contract.

The Council of Europe Development Bank (CEB) is a multilateral development bank with a social mandate across 43 member states. From education to healthcare and climate resilience, our work improves lives in vulnerable communities throughout Europe.

We are now recruiting a Corporate Application Manager to ensure the effective oversight, stability and improvement of three mission-critical applications, SAP Concur, ServiceNow, and our e-signature/legal archiving solution.

You’ll sit within the IT Division’s Corporate Systems Unit, working closely with business owners, integrators and IT colleagues to secure and optimise these essential platforms.

Main responsibilities

  • Own the documentation, configuration management and operations for three enterprise tools: SAP Concur (travel/expenses), ServiceNow (ITSM), and e-signature/legal archiving;
  • Lead and monitor external partners for integration, maintenance and enhancements;
  • Act as the functional bridge between business teams and technical integrators;
  • Manage release planning, incident/problem resolution and change control;
  • Identify and implement continuous improvement measures;
  • Guide users through training, support and best-practice documentation;
  • Contribute to the execution of the IT Masterplan, strengthening system coherence and performance.

To join, you’ll need:

  • An advanced degree in Information Systems, Computer Science or Engineering;
  • At least 5 years’ experience managing enterprise applications, including coordination of external providers;
  • Strong hands-on expertise in either SAP Concur or ServiceNow (or both);
  • Familiarity with IT governance, change control and documentation practices;
  • Experience translating functional needs into configuration or technical requirements;
  • Excellent communication skills in English or French, and a working knowledge of the other;
  • Citizenship of a CEB member country.
